Phase 1.19 Adds the Roles and Permissions Manager

Executive and staff dashboard access can now be configured per role while community badges remain access-free.

Phase 1.19 added configurable dashboard permissions for MineCave staff roles.

What changed

Added permission controls for Dashboard, Users, Roles, Settings, Email, Articles, Comments, Logs, Installer, and Website Modes.

Protected Owner permissions from being disabled.

Prevented premium, special, Verified, and Unverified badges from gaining dashboard access.

Applied permission changes immediately.

Added audit logging for every role-permission change.

Preserved runtime permission overrides during version changes.

Staff access is now explicit, role-based, and manageable without editing code.
