Phase 1.22 Integrates the Version Manager Into the Dashboard

Upgrade, downgrade, repair, comparison, and verification tools now live inside the authenticated MineCave dashboard.

MineCave's update system is now part of the authenticated administration experience instead of operating as a separate installed-site page.

What changed

The Version Manager now lives at `/admin/version-manager`.
Dashboard permissions control who may view or apply checkpoints.
Upgrade, downgrade, reinstall, compare, verification, diagnostics, and repair actions remain available.
The standalone `/install/` route is reserved for first-time installation only.
After installation, `/install/` redirects staff to the dashboard Version Manager.
Every action continues to use rollback snapshots and protected runtime-file rules.

This keeps installation and ongoing administration clearly separated while preserving the full checkpoint history.
