Phase 1.15 Repairs Password Recovery for Legacy Owners

Installer-created and older Owner accounts without an explicit status field can now receive password-reset emails.

Phase 1.15 repaired password recovery for existing accounts created before account statuses were introduced.

What changed

Accounts without a status now safely default to Active.
Password recovery and login now interpret legacy accounts consistently.
Admin-triggered reset emails use the corrected logic.
Inactive-account skips are written to the authentication audit log.
Regression coverage prevents the defect from returning.

Result

Existing Owner accounts can use the same password-recovery workflow as newly created accounts.
