Phase 1.21 Restores the Complete Development Release Journal

Every checkpoint from Phase 1.9 through Phase 1.20 now has a registered article, and the Development page automatically reflects the current build and complete release archive.

Phase 1.21 restores the permanent rule that every MineCave Website Builder checkpoint must publish a new Development Article.

Development Center correction

Removed hard-coded Phase 0 messaging from the Development page.
The page now displays the current phase, checkpoint, status, progress, and sprint from project state.
Added a complete Phase 1 release-journal section instead of showing only three recent posts.
Article statistics are recalculated from the registered article archive.
Added regression coverage requiring one registered article for every checkpoint from Phase 1.9 onward.

Permanent release rule

A checkpoint cannot be considered complete unless its article file and article registry entry both exist. This rule is now regression-tested.
