Phase 1.25 Enforces Development Release Publishing

Release packaging now fails when a checkpoint lacks a registered Development Article or a visible Development Center journal entry.

The Development Center is a permanent release journal, not an optional summary page. Phase 1.25 corrects the missing registry entries for Phase 1.23 and Phase 1.24 and adds a hard release gate for every future checkpoint.

What was corrected

Registered the Phase 1.23 Module and Widget Registries article.
Registered the Phase 1.24 Builder Foundation article.
Updated the Development Center release journal so both checkpoints appear publicly.
Added a regression rule that validates every checkpoint through the current build.
Added a current-build assertion so packaging fails if the newest checkpoint has no article.

Permanent release rule

Every checkpoint must now include a real article file, a registry entry, a visible release-journal entry, and a passing release-coverage test before its package can be considered complete.
