Phase 1.13 Delivers the Real SMTP Transport

A dedicated SMTP transport now powers password resets, welcome messages, verification emails, and test delivery.

Phase 1.13 completed the real email-delivery engine.

What changed

Added `app/Mail/SmtpTransport.php`.

Added authenticated SMTP delivery.

Added SSL on port 465 and STARTTLS on port 587.

Added local cPanel Exim fallback endpoints.

Added multipart HTML and plain-text messages.

Wired the transport into password reset, welcome, activation, verification, and test emails.

Added endpoint-by-endpoint diagnostics.

Email settings are now backed by a real transport rather than only configuration and templates.
