Phase 1.23 Adds Module and Widget Registries

The dashboard now discovers canonical module and widget manifests, validates their entry files, and reports compatibility problems before builder use.

Phase 1.23 completes the permanent registry foundation for MineCave modules and widgets. The dashboard now scans every component manifest, verifies required metadata, confirms entry files exist, and reports compatibility problems before a component reaches the visual builder.

What changed

Added a permission-controlled Module and Widget Registry dashboard.
Added automatic manifest discovery under the canonical builder folders.
Added validation for IDs, names, versions, entry files, categories, permissions, lock state, and component status.
Added live totals for registered, valid, and invalid components.
Added registry permissions to the roles framework.
Preserved the locked architecture and all previous restore checkpoints.

This registry becomes the authoritative component inventory for later builder, module, and widget phases.
