Phase 1.29 Introduces the Custom Module Builder

Authorized staff can now create registry-backed reusable modules directly from the dashboard without editing project code.

Phase 1.29 allows authorized staff to create reusable builder modules directly from the MineCave dashboard. Each custom module receives a registry manifest, editable fields, default values, a category, and automatic availability in the Visual Builder.
